本堂課以新聞法規為核心範圍，原則上不觸及與新聞傳播無直接關係之傳播規範議題，是諸如媒體公共化、獨立傳播委員會（NCC）、數位廣播電視之頻譜分配、有線廣播電視分級付費機制、衛星廣播電視執照之總量管制、寬頻網路之內容規範等屬於大眾傳播法制之問題，將不是本堂課探討之重點，但如有關聯，仍會討論。
新聞法規是以新聞法制為研究對象的學科，它是新聞學與法學的一個邊緣學科。它的主要研究內容包括：新聞法規範體系與分析、新聞道德與自律、新聞事業與從業人員規範、對實證新聞法規的闡述與學理解釋（含著作權法、新聞與國家之互動關係、新聞侵權法制等）。其中有關新聞侵權法制之主要論述涵括：誹謗言論、猥褻性言論、隱私權肖像權之保護（性侵害犯罪防制法、電腦處理個人資料保護法）及商業性言論（兒童及少年性交易防治條例）等新聞實務上常觸及之問題。
上課以案例導入方式進行，同學應先閱讀講義，以便上課時討論。
This course is for News Laws and regulations，In principle It will not to touch which not direct relation with News Communication and Regulation issue. So many about mass Communications regulations issues，examples PBS、DTV、IPTV、Media structural regulate、independent regulator agency，will not main point in this course，but if it is connected shall be discussed。
News Laws and regulations is an academic subject study for news legal. It is a fringe course of journalism and the science of law , It’s main study contents include：News regulation system、news ethics and self-regulations、the law of News career and employee、copyright law、freedom of information act、the speech of slander、obscene speech、the right of private and commercial speech etc. news practical problem will be touch usually.
In class ,we will carry out by case study, schoolmates have to read handout in advance, so as to discuss in class.
