本課程內容涵蓋「防衛動員」與「軍事訓練課程」。防衛動員以國家安全為主軸；軍事訓練課程則著重軍人基本儀態訓練，使學生將來服役入伍實施軍事訓練課程時，較易接受軍中團隊之訓練要求。另為配合國家募兵政策要求與學生授課之所需，使軍事訓練課程在大專院校為學生接受，課程內容安排儘量佐以生活化、活潑化，並連結學生之日常生活學習經驗為主。
